The State Bar of California e-briefs September 18, 2009   LOAN MOD WARNING --- Alarmed by the number of lawyers preying on vulnerable homeowners, the State Bar identified 16 attorneys who are under investigation for misconduct related to loan modification.   VACANCIES --- The State Bar is seeking applicants for the positions of Chief Trial Counsel, responsible for the bar's disciplinary enforcement division, and General Counsel, legal adviser to the bar.   CLOSING COURTS --- In response to budget issues, all California state courts will close on the third Wednesday of each month, from September 2009 through June 2010.   FEE ARBITRATION CLASS ---The State Bar Committee on Mandatory Fee Arbitration has scheduled a fee arbitration training Oct. 2 in San Bernardino County.   REVISING RULES --- Comment is sought on proposals for numerous new or amended Rules of Professional Conduct.   NEW  e-MAIL ADDRESS RULE --- All California attorneys must provide an e-mail address to the State Bar beginning Feb. 1, 2010, under a new rule of court approved by the Supreme Court.
